New technologies, Cloud based services, Crowdfunding, FinTech using AI and Neural Networks, Blockchain are rapidly changing the economics and landscape of regulated industries, including but not exclusively, banking and finance. 13:00 The evolving and strengthened EU supervisory framework – Where are we going?
The post-financial crisis regulatory framework kick-started a move to a more elevated and centralized approach to oversight and supervision of the EU financial services sector, embracing increasingly all actors, markets and financial instruments. More Recent proposals may see the strengthening of the European Supervisory Authorities (ESA’s), with direct supervisory implications for CCPs, fund management, certain capital markets and trading.
In parallel, the Capital Markets Union initiative calls for more financial integration and a more integrated EU supervisory framework to ensure consistent supervision and uniform enforcement of the single rulebook, especially cross-border financial activities. But financial integration also raises the risks of contagion between Member States in the event of adverse shocks. The speaker will review the current proposals to strengthen the ESA’s, the rationale, and its interface with the ECB Single Supervisory Mechanism and the future role of the national competent authorities.

Workshop C – PSD2: a game changer for the banking industry
Directive (EU) 2015/2366 on EU-wide payment services provides the legal foundation for the further development of a better integrated internal market for electronic payments within the EU. It puts in place comprehensive rules for payment services, with the goal of making international payments (within the EU) as easy, efficient and secure as payments within a single country, as well as opens up payment markets to new entrants leading to more competition, greater choice and better prices for consumers. The directive seeks to improve the existing EU rules for electronic payments. It takes into account emerging and innovative payment services, such as internet and mobile payments. Although it has applied since 12 January 2016, EU countries have to incorporate it into national law by 13 January 2018. This session will provide an overview of the Directive with a discussion following on its implementation and relevance to the Maltese market.

Directive 2016/97 — insurance distribution rules – aims to improve the way insurance products are distributed, intermediated and advised so that they continue and bring real benefits to consumers and retail investors in the EU.
