FinanceMalta 11th Annual Conference 2018

Every year the annual FinanceMalta conference aims for new heights and new markets as it provides financial services practitioners and entities with the opportunity to network among peers and to keep updated with developments taking place in the financial services sector both locally and internationally. This year’s finance conference and networking event will include sessions on business startups, GDPR, cyber security, MiFiD II & MiFiR, and more.

The business and finance conference will be chaired by Mr. Kenneth Farrugia, FinanceMalta Chairman, and will be moderated by Mr. Michael Imeson, The Banker.

This finance conference entitled Finance Without Frontiers will feature select local and international experts who will address delegates on contemporary and current topics affecting the financial services industry.

Kenneth is also the Chairman of FinanceMalta, Malta’s national promotional body for the financial services industry and also serves as Chairman of the Malta Funds Industry Association. He is also the Chairman of Malita Investments p.l.c. which is listed on the Malta Stock Exchange.

    Prime Minister of Malta

    Dr Joseph Muscat took office as Prime Minister of Malta on 11 March 2013. He was elected member to the National Executive of the Partit Laburista at the age of 21 and later nominated as Education Secretary of the Party. From 1997 to 1998 he was a member of the National Commission for Fiscal Morality. Dr. Muscat was also a market intelligence manager and investment adviser. He successfully contested the first European Parliamentary elections in Malta in 2004. In 2006 he was the recipient of the Outstanding Young Person of the Year. In 2008 he was elected as the Leader of the Partit Laburista. He graduated with Honours from the University of Malta in Public Policy and later as Master of European Studies. In 2007 he attained a Doctorate of Philosophy in Management Research from the University of Bristol (UK).

The Unit also leads along with DG FISMA, the European Commission Task Force on Financial Technology and activities on Blockchain.

    Hon. Silvio Schembri graduated with a Master’s in Economics from the University of Malta where he is currently a visiting lecturer in economics and finance.  He was elected to Parliament in 2013 and re-elected in 2017. His political career started during his College days where he was active in the social democratic student organisation, Pulse.  At the age of 18 he contested, and was elected, in the Local Council elections of his hometown, Luqa. During the 2013-2017 Labour government Hon. Schembri was appointed by the Prime Minister to serve as the Chairperson for the Economic and Financial Affairs Parliamentary Committee. He was also appointed to Chair the Responsible Gaming Foundation. As a Junior Minister within the Office of the Prime Minister, Hon. Schembri forms part of Malta’s Cabinet of Ministers and is responsible for a wide portfolio including the Malta Gaming Authority (MGA), The Malta Communications Authority (MCA), The Malta Financial Services Authority (MFSA), The Malta Council for Science and Technology (MCST), and The Malta Information Technology Agency (MITA).

    Dr Abdalla Kablan is a serial entrepreneur, and fintech expert. He specialises in the use of artificial intelligence and machine learning in the design of complex financial systems. He is the group CEO of SIXCAP Technologies and founder of Hippo Data, a Fintech and AI startup which was the first Maltese company to be selected by Microsoft to be a part of Microsoft Ventures, UK. Hippo Data’s VR platform was also featured at the World Economic Forum 2017 in Davos.  Furthermore, he is the founder of Scheduit, an intelligent business oriented matchmaking and professional networking platform. Dr Kablan is also an academic at the University of Malta where he lectures and researches topics related to computational intelligence, financial engineering, and financial data science.

    Dr Ian Gauci is engaged primarily in technology law, fintech, regtech, electronic communications, information society, data protection and gaming/gambling, whilst also focusing on consumer law, competition law, broadcasting law, cyber law, e-commerce, m-commerce, e-health, e-payment, information technology, unfair commercial practices and misleading advertising. Buttigieg is the Director of the Securities and Markets Supervision Unit of the Malta Financial Services Authority. He joined the Authority in 2000 as a manager in the Investment Services Unit and has gained professional experience in different areas of financial regulation and supervision, the investigation of market misconduct and the
    enforcement of sanctions. Dr Buttigieg was responsible for implementing various pieces of EU legislation in the field of securities and markets and has led various regulatory and supervisory teams within the Authority. He
    sits on the Authority’s Supervisory Council and represents the MFSA at various European Fora on financial regulation and supervision. Dr Buttigieg has a commerce degree (B.Com 1998), an accountancy
    degree (B.Accty. Hons. 2000) and a financial services law degree (M.A. Fin. Ser. 2003) from the University of Malta, as well as a European Union Law degree (M.A. EU Law and Soc 2005) and a doctoral degree in
    law (Ph.D 2014) from the University of Sussex (UK).

Marianne was appointed as Director General in August 2014, having joined the MFSA in 1995, and has responsibility for the day-to-day running of the supervisory function of the organisation and currently chairs the Supervisory Council of the MFSA and also sits on various committees established jointly with other organizations including the Central Bank of Malta. Marianne Scicluna also sits on the Board of Supervisors of the European Regulatory Authorities.  She began her career in the management consultancy sector before joining the MFSA. She is professionally qualified in finance and regulation of financial services holding a General and an Honours degree in Banking and Finance and Management (University of
    Malta), and a Masters degree in Financial Regulation and Compliance Management (London).

He is a former long-serving Irish diplomat based on mainland Europe, spanning both multilateral and bilateral assignments, notably with the Irish Trade mission in Paris, and UNESCO. In addition to acting as an EU policy adviser specializing in financial services regulation, he is also a long-standing member of the Board of the joint MEP-EU industry advocacy body, The Kangaroo Group, and secretary to its Financial Services Working Group at the European Parliament. He also sits on the Board of the joint UK cross-parliamentary/SME-owner body, The Genesis Initiative, at Westminster, focused on SME policy development. Dr Doyle is also actively involved in the Transatlantic Business Council (TABC), and acts as an EU policy expert on the European Council on Corporate Governance/Conference Board, a non-for-profit think-tank. She also drafted various national regulatory frameworks for the Kingdom of Swaziland.
    Jackie is currently engaged in consultancy and legal practice through Equinox Legal, in Malta and overseas. She has recently advised the Malta Gaming Authority in relation to anti-money laundering policies as well as public and private entities in relation to the European General Data Protection Regulation. Prior to joining Thomson Reuters, Mason ran the European Enterprise Solutions for Bloomberg and was also their Global Head of Regulatory Reporting. Before joining Bloomberg, Mason was the Chief Operating Officer for Core One Technologies prior to its sale to Markit.

    Joseph Portelli has over 32 years’ experience employed in various capacities within the financial industry in the U.S and in Malta. He is currently the Chairman of the Malta Stock Exchange and sits on its Audit Committee. He is also Chairman of the Financial Literacy Board comprising the Malta Stock Exchange and Ministry of Education members, which focuses on improving financial literacy in Malta. Joseph is also the principal of Risk Compliance Ltd, a board member and sits on the investment committees of APS Bank SICAV and other financial companies, and is the founder and Chairman of Financial Services Gozo, a public-private organization aimed at promoting Gozo as a destination for financial services companies. Joseph founded the Institute of Investment Analysis, is a visiting lecturer at the University of Malta, and has taught courses at the Central Bank of Malta, Malta Institute of Accounting and other institutions.

Prior to joining the MFSA, Dr. Mizzi Buontempo headed the corporate division of a leading audit firm.     Joseph Zammit Tabona was a partner of PricewaterhouseCoopers until his retirement from active practice in March 2000. He is a Fellow of the Institute of Chartered Accountants in England and Wales, a Fellow of the Malta Institute of Accountants, a Fellow Member of the Institute of Taxation and has a warrant to practice as a Certified Public Accountant. In 1997, Mr Zammit Tabona was conferred the significant honour of a knighthood of Magistral Grace by the Sovereign Hospitalier Order of St. John of Jerusalem of Rhodes and Malta. In December 2016, the Government of Malta appointed him a Member of the Order of Merit, while in November 2017, he was awarded the Lifetime Achievement Award by the Malta Stock Exchange plc. In 2013, Mr Zammit Tabona was appointed as Special Envoy to the Prime Minister of Malta for Investment Promotion, a post that he still holds. In 2017, he was appointed as chair of the ‘Malta – UK Business Promotion Task Force’. Mr Zammit Tabona is a Director of the Klesch Group Limited, Chairman of the Valletta Cruise Port plc, non-executive director of Medserv plc , and Chairman of Tigne Mall plc. Mr Zammit Tabona’s experience in public practice and his involvement in both public and private sectors in recent years have enabled him to develop a deeper understanding of the needs of all sectors of local industry.

13:00 The evolving and strengthened EU supervisory framework – Where are we going?

The post-financial crisis regulatory framework kick-started a move to a more elevated and centralized approach to oversight and supervision of the EU financial services sector, embracing increasingly all actors, markets and financial instruments. More Recent proposals may see the strengthening of the European Supervisory Authorities (ESA’s), with direct supervisory implications for CCPs, fund management, certain capital markets and trading.

In parallel, the Capital Markets Union initiative calls for more financial integration and a more integrated EU supervisory framework to ensure consistent supervision and uniform enforcement of the single rulebook, especially cross-border financial activities.   But financial integration also raises the risks of contagion between Member States in the event of adverse shocks.  The speaker will review the current proposals to strengthen the ESA’s, the rationale, and its interface with the ECB Single Supervisory Mechanism and the future role of the national competent authorities.

Workshop C – PSD2: a game changer for the banking industry

Directive (EU) 2015/2366 on EU-wide payment services provides the legal foundation for the further development of a better integrated internal market for electronic payments within the EU. It puts in place comprehensive rules for payment services, with the goal of making international payments (within the EU) as easy, efficient and secure as payments within a single country, as well as opens up payment markets to new entrants leading to more competition, greater choice and better prices for consumers. The directive seeks to improve the existing EU rules for electronic payments. It takes into account emerging and innovative payment services, such as internet and mobile payments. Although it has applied since 12 January 2016, EU countries have to incorporate it into national law by 13 January 2018. This session will provide an overview of the Directive with a discussion following on its implementation and relevance to the Maltese market.
