FinanceMalta 10th Annual Conference 2017

Every year the annual FinanceMalta conference aims for new heights and new markets as it provides financial services practitioners and entities with the opportunity to network among peers and to keep updated with developments taking place in the financial services sector both locally and internationally.

The conference theme for 2017 is
Malta’s Financial Services Industry – Taking the Next Quantum Leap‘.

The conference will be chaired by Mr. Kenneth Farrugia, FinanceMalta Chairman, and will feature select local and international experts who will address delegates on contemporary and current topics affecting the financial services industry.

The conference will be moderated by Mr Michael Imeson, Senior Content Editor of FT Live.

    Kenneth Farrugia joined Bank of Valletta plc, Malta’s largest banking group, in 1985 and over the years has occupied various positions within the Bank and its subsidiaries.He currently holds the post of Chief Business Development Officer and sits on the Management Board of the BOV Group. Kenneth is also the Chairman of FinanceMalta, Malta’s national promotional body for the financial services industry and also serves as Chairman of the Malta Funds Industry Association. He is also the Chairman of Malita Investments p.l.c. which is listed on the Malta Stock Exchange.

    Dr Joseph Muscat graduated with Honours from the University of Malta in Public Policy and later as Master of European Studies. In 2007 he attained a Doctorate of Philosophy in Management Research from the University of Bristol. He successfully contested the first European Parliamentary elections in Malta in 2004. In 2006 he was the recipient of the Outstanding Young Person of the Year. In June 2008 he was elected as the Leader of the Partit Laburista. Dr Muscat took office as Prime Minister of Malta on the 11th March 2013.

    Professor Edward Scicluna is Minister for Finance and a Member of the Maltese House of Representatives. He was also elected in 2009 to the European Parliament where he served for four years as Vice-Chairman of the Economic and Monetary Affairs Committee and as the European Parliament’s representative on the European Statistical Advisory Board (ESAC). Internationally he carried out consultancy work for the EU Commission, UNESCO, the United Nations Environmental Programme (UNEP), the governments of Albania, Croatia, Libya and Turkey; and served on the Council of Europe Development Bank Auditing Committee. He was frequently sought for economic advice by the IMF annual delegation to Malta and Rating Agencies FitchIbca, Standard&Poor’s, and Moody’s. Prior to Malta’s entry into the Eurozone he was appointed as a Euro expert by the EU Commission.

    Minister for Competitiveness and Digital, Maritime and Services Economy, Malta

    Dr. Manuel Mallia, Minister for Competitiveness and Digital, Maritime and Services Economy, has been a Member of the Parliament since 2013. Being the founding member and the senior managing partner of a Malta-based law firm Emmanuel Mallia & Associates established in 1980, Dr. Mallia is known as one of the best Maltese lawyers in the field of Criminal Law. He is a member of the Camera degli’ Avvocati, the International Bar Association and the American Bar Association. Mallia also held a position of the president of Casino Maltese. Dr. Mallia graduated at the Royal University of Malta as a Legal Procurator in 1973 and at the University of Malta as a Notary Public in 1978 and Doctor of Laws in 1979. There, he also lectured Criminal Law and Criminal Procedure. He has also been involved in charity, serving as the Vice President to the Malta Red Cross and being a member of other organisations.

Before setting up the agency he was a news reporter for The Times and Sunday Times in London. He is a Chartered Member of the Chartered Institute for Securities and Investment (MCSI); an Advisory Board Member of the European Risk Management Council; a Member of the Institute of Internal Communication; and an Alumni Mentor for the London School of Economics. He studied at the London School of Economics and the Bradford University.

    Lord Marland is Chairman of the Commonwealth Enterprise and Investment Council and Enterprise and Investment Company Ltd.  In December 2015, he was awarded the Order of Merit of Malta. He retired as the Prime Minister’s Trade Envoy and Chairman of the Business Ambassador Network at 1 January 2014. He was Minister for the Department of Energy and Climate Change from 2010 – 2012 and subsequently for the Department for Business, Innovation and Skills. Lord Marland was one of the founding directors of Jardine Lloyd Thompson plc, a multinational insurance business. He has founded or led the acquisitions of several companies including: Janspeed Ltd, Hunter Boot Ltd, Insurance Capital Partners, Jubilee Insurance Ltd, Wisden Cricketer Ltd, Tricouni Brand Ltd, Ecoworld Management and Advisory Services (UK) Ltd and Digital Shopping Channel Ltd.

    Aylon currently serves as Tech Investment Director for Wentworth Hall Family Office, where he invests in and develops Fintech and Proptech ventures. He is also a co-founder of Blockchain Alpha, a Blockchain consultancy group and investment platform. Prior to this, Aylon was Business Development Director for a multi-family office hedge fund, and has previously worked for Reuters London as a senior analyst. Aylon currently acts as an advisor to various VC’s and a mentor for the Barclays Fintech Accelerator Program. He is also a prominent member of the London Tech Advocates community.

    Jeremy Leach is a prominent alternative investment fund manager and sits on the board of a number of hedge funds, property funds and is widely regarded as one of the most knowledgeable asset managers in the field of insurance-linked securities. He is a member of the Worshipful Company of International Bankers (Incorporated by Royal Charter) and CEO of the Managing Partners Group (MPG), a Global Asset Management organisation that specialises in structuring, managing and administering mutual funds, securitisations and collective investment schemes. Jeremy has written in excess of 100 technical articles on alternative asset classes and provided regular commentary on financial and economic trends for news media groups including Financial Times, Reuters, Russia Today, Telegraph, USA Today, Daily Mail and Bloomberg as well as being a regular guest speaker on CNBC.

    Nicholas is part of GANADO Advocates’ Capital Markets and Structured Finance team, where he regularly represents originators, arrangers, investors and trustees in securitisation transactions involving a variety of asset classes and has advised on a number of innovative deals that have made use of the unique benefits offered by Maltese securitisation vehicles.  Nicholas is the Deputy Chair of the Malta EU Council Presidency Working Party on the proposed EU STS Securitisation Regulation and is responsible for leading the technical negotiations on the Regulation on behalf of the EU Council.  He is also a member of the Malta Stock Exchange’s External Advisory Board and is admitted to practise law in both Malta and New York.

    A serial entrepreneur from Poland who plays an active role in the startup scene generally, and, specifically, working with women, Beata is a co-founder and Chairman of Mission ToRun, a startup community, based in the birthplace of Copernicus. Building on that 500-year innovative legacy, Beata founded tech cafe co-working space Hanza Cafe from which she has mentored women and startups from around the CEE region and beyond. She initiated and developed Women in tech community (Geek Girls Carrots) in Torun as well as facilitating the formation of new communities in Tokyo and Dublin. Beata is COO of bilingual (English/Polish) community crowdfunding platform HanzaTrade which with its first campaign attracted investors from as far afield as Australia and Spain, Originally the platform was created as a means to help the local startup community gathered around the Mission ToRun ecosystem to gain funding. Beata recently relocated to Malta to start a new project.

A pioneer in prediction markets (cofounder of Intrade), Patrick helped develop Single Stock Futures. A serial entrepreneur, he has been an exchange CEO and board member of entities ranging from PE funds through data centres to Liquidnet Europe – the world’s largest institutional marketplace) and industry associations (Swiss FOA). Patrick also publishes the benchmark daily newsletter for market structure: “Exchange Invest” ( and recently moved to Malta. He has published more than 1000 articles including opinion pieces for AFR, FT, WSJ etc as well as appearing regularly on TV and speaking at conferences worldwide.

    Juanita Bencini heads the Risk Consulting team in KPMG Malta’s advisory practice. Her practice area largely centres around financial services entities where she provides ongoing regulatory advice on changes to the regulatory regime including Basel III and CRD IV for banks, and Solvency II.  Juanita is also head of Risk Consulting for KPMG’s Islands Group the sub-region with the KPMG EMA region.  She is President of the Institute of Financial Services Practitioners and also heads the AML sub-committee of both the IFSP and the Malta Institute of Accountants.

    Alfred Zammit is the Deputy Director of the Financial Intelligence Analysis Unit, Malta’s government agency established to combat money laundering and the funding of terrorism. Since joining the FIAU in 2010, Mr Zammit has been involved in various areas that fall within the remit of the FIAU, including the analysis of STRs received by the Unit, participated in a number of AML/CFT international workshops, conferences and courses, and delivered AML/CFT training sessions both locally and internationally. Mr Zammit also participates in the various internal FIAU committees. Prior to joining the FIAU, Mr Zammit worked with a company service provider as assistant manager in the company’s trading operations department. In 2005, Mr Zammit graduated with a Bachelor of Commerce (Hons.) degree in Management and Economics at the University of Malta. After graduating, he joined the Central Bank of Malta where he worked in the Financial Stability Office and was responsible for the analysis and assessment of data of companies operating in the bank and non‐bank financial sectors.

    Dr Abdalla Kablan is a serial entrepreneur, and fintech expert. He specialises in the use of artificial intelligence and machine learning in the design of complex financial systems. He is the group CEO of SIXCAP Technologies and founder of Hippo Data, a Fintech and AI startup which was the first Maltese company to be selected by Microsoft to be a part of Microsoft Ventures, UK. Hippo Data’s VR platform was also featured at the World Economic Forum 2017 in Davos. Furthermore, he is the founder of Scheduit, an intelligent business oriented matchmaking and professional networking platform. Dr Kablan is also an academic at the University of Malta where he lectures and researches topics related to computational intelligence, financial engineering, and financial data science

  • Dr Antonio Ghio

    Dr Antonio Ghio is a partner at Fenech & Fenech Advocates and heads its TMT and IP Law Departments. He destroyed his first computer at the age of seven. His work solely revolves around ICT law issues, trying to find solutions to the constant struggle existing between law and technology, both inside and outside of the courtrooms.  He acts as Malta counsel for a myriad of international blue chip companies. Ghio lectures ICT law and Cyber Crime at the University of Malta and held the position of Chairman of the Malta Communications Authority. Prior to 2013, he also served as EU Digital Champion for Malta. Ghio has an LL.M in ICT law from the University of Strathclyde where he specialized in legal aspects of Internet security and online privacy. He is the Malta contributor for Electronic Signatures in Law (Cambridge University Press) and author of the Malta chapter of Data Protection: Laws of the World (Sweet and Maxwell).

He graduated Doctor of Laws from the University of Malta in 2006 and completed his Master of Laws in Banking and Finance Law at Queen Mary University of London in 2008.     I started my career in 1984 as an Independent Financial adviser, and by 1990 had moved into the Pensions Arena, working for a number of ‘blue chip’ companies including Lonrho plc (Trustee and EBC), Alexander Forbes (EBC) Swiss Life (Investments) in various capacities, before joining what is now TMF Group in 2004 where I have concentrated solely on the International Pension Fund Market. I launched the first ‘commercial’ QROPS in 2007, and have been involved from the very early days in helping to build Malta’s nascent Pension Fund Industry and currently act as Chairman of the Malta Association of Retirement Scheme Practitioners (MARSP).

    Manfred Galdes is one of Malta’s foremost AML/CFT and compliance specialists, having formerly headed the Financial Intelligence Analysis Unit and having worked in the field of anti-financial crime and regulatory compliance for several years. He joined the ARQ Group in September 2016 as Managing Director of ARQ Risk & Compliance, leading a multi-disciplinary team of professionals providing specialist advisory and support services to private and public entities in the field of AML/CFT and financial crime compliance. He is also a partner of Fenech Farrugia Fiott Legal, a Malta-based law firm with offices in Valletta and Swatar. Over the years, Manfred has chaired various domestic committees and represented Malta on international bodies and expert groups set up to contribute to the establishment of EU and international AML/CFT standards and the evaluation of country and institutional compliance with these standards. He has been involved in the drafting of various laws and lectures on the subject of prevention of money laundering and other areas of law.

He has built an extensive financial and technical knowledge working as a consultant to the management of companies in various industry sectors. With his vast experience in identifying the strategic benefits of technology to organisations’ missions, Colin is shaping Chetcuti Cauchi’s vision for the future.

    Dr. Nadine Lia is the Regulator for Family Businesses who had the responsibility for introducing legislation for family businesses. Nadine read law at the University of Malta, the University of Western Ontario, Canada, The University of Canterbury at Kent, England and is a recipient of a British Council Chevening Scholarship. Nadine is called to the Bar of England & Wales as a barrister and a member of the Honourable Society of The Middle Temple Inn. Nadine started her career as a legal researcher at foreign Universities and subsequently pursued a diplomatic career. After being called to the English bar Nadine practised as a barrister. In Malta, Nadine joined the Attorney General’s Office. Subsequently, Nadine became a partner in a law firm following which she became legal advisor to the Ministry for the Economy. Nadine lectures at the University of Malta in the Faculty of Law and the Faculty of Economics.

    Janet Oram, Director, is Head of European ABS within BlackRock’s Global Fixed Income group. Miss Oram’s service with the firm dates back to 2006, including her time with Barclays Global Investors (BGI) which merged with BlackRock in 2009. At BGI Miss Oram was a senior credit analyst for European asset backed securities. Prior to joining BGI, she was an Associate Director at Fitch Ratings and lead ratings analyst in the Consumer ABS group. Previously, she was a business analyst at the Paragon Group of Companies. Miss Oram holds a BSc degree, with honours, in applied mathematics from the University of Warwick.

    Ariane Azzopardi is a Senior Manager with a Fund Administrator and Corporate Services Provider, where she heads the Compliance Department and is also the Money Laundering Reporting Officer.  Ariane has over ten years experience in this field, and handles compliance and risk management queries as part of her day to day duties.  Ariane’s work requires close ongoing technical interaction on compliance  and related matters with the head office of the group. Prior to joining the CSP and Fund Administrator, Ariane used to head the Practice Protection Group of one of the big four audit firms and was also the Deputy Director of Independence.  Ariane is a member of the PMLFT sub-committee at the Malta Institute of Accountants.

    Dr Matthew Brincat is a Partner at GANADO Advocates, whose practice mainly evolves around Employment and Pensions, areas of law he believes connect both the human and the corporate aspects of legislation. Matthew is a co-founder and the General Secretary of the Malta Association of Retirement Scheme Practitioners (MARSP), which brings together all the licenced pension administrators in Malta.  He has also been heavily involved in the formation of GANADO Advocates’ Employment and pensions law department and has gained valuable experience of Industrial Tribunal and OAFS proceedings. Matthew is a member of the Lex Mundi European Employment Practices Group and delivers lectures at the Malta Employers Association on Employment Legislation. Matthew is also the co-author of the Malta volume of the Kluwer Encyclopaedia on Labour law and the author of a number of articles in local and foreign magazines and journals in relation to both Employment and Pensions legislation.

12:25 The Resurgence of Securitisation?

Although the recent financial crisis manifested itself primarily as a result of the securitisation of U.S. sub-prime mortgage loans, global regulatory reforms and concerns surrounding the risks involved in the securitisation process have resulted in a slow-down of the market across the board, including the EU securitisation markets which remain significantly impaired.  ‘New’ legislative proposals to establish a framework for simple, transparent and standardised (STS) securitisation form one of the key pillars of the European Commission’s Capital Markets Union (CMU) action plan, the fundamental aim of which is to improve the financing of the wider EU economy by reviving the securitisation market.  Many have questioned the ultimate effectiveness of the proposals and pointed out that unintended consequences could be damaging to the market.  In addition, certain proposals put forward by the European Parliament, including amendments to the risk retention rules, could move the impact of the Regulation even further from the intended aims of the CMU.

The STS proposals are presently going through the final leg of the EU legislative process, with intensive negotiations underway between EU Council and the European Parliament to reach agreement on the final text. With a compromise package expected to be concluded by the end of the Maltese EU Council Presidency in June and the new regulation set to come into force in 2018, how will this affect Malta’s position as a jurisdiction of choice for the establishment of special purpose vehicles for securitisation transactions?  What does Malta’s much vaunted Securitisation framework have to offer in the current securitisation climate?
