FinanceMalta Annual Conference 2016

The annual FinanceMalta conference provides financial services practitioners and entities with the opportunity to keep updated with developments taking place in the financial services sector both locally and internationally in order to achieve and maintain a high level of excellence in their daily work practices and methodologies.

This year’s theme is ‘Malta’s Financial Services Industry – Sustaining Growth through Innovation’ and the FinanceMalta conference will be chaired by Mr. Kenneth Farrugia, FinanceMalta Chairman, and will feature select local and international experts who will address delegates on current topics affecting the financial services industry.

    Kenneth Farrugia joined Bank of Valletta plc, Malta’s largest banking group, in 1985 and over the years has occupied various positions within the Bank and its subsidiaries.He currently holds the post of Chief Business Development Officer and sits on the Management Board of the BOV Group. Kenneth is also the Chairman of FinanceMalta, Malta’s national promotional body for the financial services industry and also serves as Chairman of the Malta Funds Industry Association. He is also the Chairman of Malita Investments p.l.c. which is listed on the Malta Stock Exchange.

    Hon. Dr Joseph Muscat

    Prime Minister of Malta

    Dr Joseph Muscat graduated with Honours from the University of Malta in Public Policy and later as Master of European Studies. In 2007 he attained a Doctorate of Philosophy in Management Research from the University of Bristol. He successfully contested the first European Parliamentary elections in Malta in 2004. In 2006 he was the recipient of the Outstanding Young Person of the Year. In June 2008 he was elected as the Leader of the Partit Laburista. Dr Muscat took office as Prime Minister of Malta on the 11th March 2013.

    Minister for Finance (Malta)

    Professor Edward Scicluna is Minister for Finance and a Member of the Maltese House of Representatives. He was also elected in 2009 to the European Parliament where he served for four years as Vice-Chairman of the Economic and Monetary Affairs Committee and as the European Parliament’s representative on the European Statistical Advisory Board (ESAC). Internationally he carried out consultancy work for the EU Commission, UNESCO, the United Nations Environmental Programme (UNEP), the governments of Albania, Croatia, Libya and Turkey; and served on the Council of Europe Development Bank Auditing Committee. He was frequently sought for economic advice by the IMF annual delegation to Malta and Rating Agencies FitchIbca, Standard&Poor’s, and Moody’s. Prior to Malta’s entry into the Eurozone he was appointed as a Euro expert by the EU Commission.

    Dario Scannapieco has a degree in Economics and a MBA at Harvard. He started working at Telecom Italia, Planning and strategic control department in 1992. From 1997 Dario worked as Advisor to the Director General of the Ministry of Economy and Finance. In 2002 he was appointed Director General for Finance and Privatisation at the Ministry of Economy and Finance. Since September 2007 Dario has been working as Vice-president at the European Investment Bank, responsible for operations in Italy, Malta and the Western Balkans as well as financing SMEs and Mid-Caps. He is the Chairman of the European Investment Fund.

    Marianne Scicluna is Director General of the Malta Financial Services Authority (MFSA). Marianne was appointed as Director General in August 2014 and has responsibility for the day-to-day running of the supervisory function of the organisation and currently chairs the Supervisory Council of the MFSA and also sits on various committees established jointly with other organizations including the Central Bank of Malta. She first joined the MFSA in 1995 and prior to her position as Director General, held a number of senior posts within the Securities Regulatory Unit, the Pensions Supervisory Unit and also headed the Authorisation Unit. She holds a degree in Banking and Finance and Management (University of Malta), and a Masters degree in Financial Regulation and Compliance Management (London).

    Member of the Supervisory Board of the European Central Bank

    Ignazio Angeloni joined Bruegel as a visiting fellow in June 2008 and is currently a Member of the Supervisory Board of the European Central Bank. He has previously been the Director General – Financial Stability, Head of ECB preparation for the SSM, and Adviser to the ECB Executive Board on European financial integration, financial stability and monetary policy. He was the coordinator and contributor to the the G20 monitor. Before that, he was the Director for International Financial Relations at the Italian Ministry of Economy and Finance. He holds a Ph.D. in Economics from the University of Pennsylvania. His research interests include macro economics, central banking, financial markets and the economics and politics of European integration.

Before setting up the agency he was a news reporter for The Times and Sunday Times in London. He is a Member of the Chartered Institute for Securities and Investment (MCSI); a Member of the Institute of Internal Communication (MIIC); an Associate of the Institute of Directors; and an Alumni Mentor for the London School of Economics. He studied at the London School of Economics and the University of Bradford.

    Prof Joe V. Bannister is Chairman of the Malta Financial Services Authority, a position he has held since 1999; he also held the post of Chairman of its predecessor the Malta Financial Services Centre between 1995 and 1997. After graduating in science from the Universities of Malta and Oxford (UK), he held positions at both Universities and also at the Cranfield Institute of technology (UK). He has served as Chairman of Tri-Med Fund Management Limited (1998 to 1999) and Mid-Med Bank Overseas Limited (1999) (both subsidiaries of Mid-Med Bank Ltd).

    Prof Josef Bonnici

    Governor, Central Bank of Malta

    Prof Josef Bonnici was appointed as Governor of the Central Bank of Malta for five years with effect from 1 July 2011 after serving as Director on the Board of the Bank. He graduated B.A. (Hons) in Economics from the University of Malta, and read for his Masters and PhD from Simon Fraser University, Canada specialising in the areas of Monetary Economics, Macroeconomics and Econometrics. He was awarded a Doctor of Humanities, Honoris Causa from Rikkyo University in Japan. Josef Bonnici has published books and many articles in professional Economics journals, and lectured at Deakin University in Australia, and Simon Fraser University in Canada.

    Chief Risk Officer, HSBC Bank Malta p.l.c.

    Joyce Grech has been Chief Risk Officer of HSBC Bank Malta plc for three years. She has worked with HSBC for twenty years, having joined Midland Bank when it set up operations in Malta in 1996.  During her career, Ms Grech occupied various roles, mainly in Malta with a brief period in the London Head office. She started her career in Trade Finance and Commercial Banking before moving to the Bank’s Credit Department as Deputy Head of Credit. Before taking up her current role she headed the Customer Value Management area in Retail Banking and Wealth Management.

    Mark Watson joined Salomon Brothers in 1985 and completed the New York training programme before returning to London to join the Eurobond desk. In London, he traded a variety of European credit and government bonds. In 1991, Mark joined Salomon Brothers Tokyo with responsibility for overnight trading of European products. In 1993, he returned to London to join the Syndicate Desk and later took responsibility for the European primary credit business. Starting in 1996, Mark was given responsibility for all credit trading in Europe and later became co-head of European Origination functions. In 2004, he became head of European Fixed Income at Citigroup, in charge of all Origination and Markets functions for EMEA. Mark was a member of the Citigroup’s European Operating Committee and the Global Fixed Income Management Group. In 2007, he was appointed co-head of Global Credit Markets. He holds a BSc in Business Finance from Cass Business School.

    Adrian Said holds a first degree in Commerce as well as an Honours degree in Economics 
from the University of Malta. He pursed post-
graduate studies at the University of Strathclyde in Glasgow, Scotland where he successfully completed his MBA. His area of specialization is strategic planning & Finance. Prior to his appointment as Chairman of MIMCOL and MGI in 2013, he was a member of the board of a highly specialized business and tax advisory firm with offices in Malta, Oxford and Berlin. Between April 2014 and October 2015 he was assigned the responsibility for the national program of Private Public Partnerships through Projects Malta Ltd. Since 2004, he has devoted his time to carry out extensive research on national competitiveness strategies. Adrian served as a visiting lecturer and examiner at the Department of Management of the University of Malta.

    Patrick L. Young began his first online FinTech venture in 1994. His first book, “Capital Market Revolution!” (1999) outlined the developing potential of digital markets. An active entrepreneur & Principal of international startup group “Mission ToRun Business,” Patrick was a co-founder of prediction market Intrade and helped develop Single Stock Futures. Young advises market structure investors & publishes the daily newsletter “Exchange Invest” ( He is CEO of crowdfunding platform HanzaTrade. Patrick has served on the boards of MTFs, private equity funds and industry bodies such as SFOA (now ICDA) and was CEO of SIBEX exchange. He has published more than 1000 articles including opinion pieces for AFR, FT, WSJ etc as well as appearing regularly on tv. Among other activities, Patrick chaired the Global Financial Services Centre Conference for several years.

    Dr Abdalla Kablan is a Financial Data Analytics Expert. He specialises in the use of artificial intelligence and machine learning in the design of complex systems. Dr Kablan is an academic at the University of Malta where he lectures and researches topics related to computational intelligence, financial engineering, and financial data science. He is also the Founder of Hippo Data, a Fintech Startup that utilises Big Data analytics and Natural Language Processing (NLP) in the optimisation of Trader Behaviour and Algorithmic Trading Systems. Furthermore, he is the founder of Scheduit, an intelligent business oriented matchmaking and professional networking platform.

    Dr Charles Cassar leads the legal team at Credorax Bank Ltd, one of the world’s first hi-tech companies to become a Principal Member of Visa Europe and MasterCard as well as an authorised credit institution. Credorax provides fully secured acquiring services specifically designed to optimize the payment & acquiring lifecycle. As head of legal, Charles is responsible for regulatory change and compliance management, high level contract negotiations as well as assisting with legal issues relating to product design and implementation. Prior to joining Credorax, Charles worked for a number of years at a leading Maltese commercial law firm, focusing on financial regulation and corporate law. Charles is the author of a blog covering Malta’s nascent fintech industry.

    Andreas Wölfl set up Argentarius Group in 2007 doing securitisation transactions in Luxembourg. In 2012 he set up Argentarius ETI Management Ltd and the first Securitisation PLC in Malta under the Securitisation Act and transferred the global head office to Malta. Since then he has actioned more than 100 securitisation transactions with a total volume of over €1bn. He is responsible for the structuring of securitisation transactions as well as the overall group strategy and oversight of the company. Besides Argentarius Andreas is also a member of the Advisory Board of the Malta Stock Exchange.

    André Zerafa heads GANADO Advocates’ Investment Services and Funds team, specialising in structuring and establishing alternative investment funds and retail funds. Chris’ ten year career with PricewaterhouseCoopers gave him opportunities to work on various other high profile audit and advisory assignments within various offices of the PricewaterhouseCoopers network, namely Boston, New York, London and Milan. Chris is a certified public accountant and auditor.

    Ger Deering was appointed the Irish Financial Services Ombudsman in 2015 and Pensions Ombudsman in 2016. He is leading significant change to deliver a faster, more efficient and effective service. Ger has considerable experience in protecting consumer and employment rights. He was the first National Commissioner for Taxi Regulation and the founding Director of the National Employment Rights Authority. In these roles he protected consumers and promoted and enforced compliance with employment rights and led reform of the State’s workplace relations institutions. He also worked in Local Government, Community Development, the Civil Service and the private sector.

    Dr David Fabri is Head of the Department of Commercial Law at the University of Malta He holds the degrees of LL.D (1979) and a Ph.D (2015). His main areas of interest are consumer protection, company law, business ethics, whistle-blowing, financial services legislation and regulation generally, subjects on which he has lectured and written extensively. For many years, he headed the legal and international division of the MFSA.  He has drafted or co-written numerous laws including the Consumer Affairs Act 1994 and the Companies Act 1995 and financial services laws and regulations.  He currently serves on the University Research Ethics Committee and the Administrative Review Tribunal.  In the past, he formed part of the Co-operatives Board and the Consumer Affairs Council.

    Geoffrey Bezzina has recently been appointed, by the Minister of Finance, chairman of the Board responsible for the management and administration of the Office of the Arbiter for Financial Services. The Office of the Arbiter for Financial Services is a newly constituted autonomous and independent body with powers to mediate, investigate and adjudicate complaints filed by customers against all financial services providers.  The Arbiter for Financial Services is totally independent and impartial of all parties concerned to the complaint. Since 2002, Mr Bezzina has been the Director, Consumer Complaints Unit at the Malta Financial Services Authority (MFSA) and the Authority’s Consumer Complaints Manager; he has been an official of the MFSA (then Malta Financial Services Centre) since September 1995. He has edited and co-ordinated the Authority’s publications and other media initiatives aimed towards educating the consumer on various aspects of financial services.

    Dr Charles Mangion is a notary by profession and a seasoned politician affiliated within the Malta Labour Party. He has 35 years of experience in development policies, focusing on the public sector and macroeconomic policy. Dr Mangion specialises in property law and has practical experience in the preparation and implementation of economic policies and structural reforms. He has held various responsibilities including Minister r for Justice and local government, shadow minister for Finance and the Economy, Deputy leader and deputy speaker of the House of Representatives and Chairperson of Enemalta during the restructuring phase of the Corporation. He has held the post of Chairperson of the Public Accounts Committee for several years and currently, apart from non-executive directorships, he is also Chairperson of the Working Group for Financial Services within the Ministry of Finance.

    Jim Bell of Serenus Consulting is a UK based Pensions Adviser and has worked in International Pensions for over 10 years.  Before that he worked in the Corporate Pensions Divisions for Barclays Bank and then Standard Life. Jim is an expert on the use of Malta as a QROPS pension jurisdiction for former UK residents and has been instrumental in the dialogue between Malta and Canada to determine the tax treatment of QROPS for Canadian residents.  Jim was born in Canada and attended The University of Western Ontario graduating with a degree in Economic before moving  to the UK in 1996,.  His company Serenus Consulting was established in 2010.

    Wayne Pisani is the partner leading the corporate and financial services regulatory team within Grant Thornton, conducting an active consulting practice in international tax planning, financial, corporate, commercial, transactional, trusts and fiscal law. He advises an extensive international client base ranging from private clients, including family offices and high-net-worth individuals, to NASDAQ listed companies on the legal and tax implications involved in the structuring of both local and international M&A and project finance transactions, in various industry sectors. Wayne is a visiting lecturer on securitisation at the University of Malta and a council member of the Malta Institute of Management as well as the Malta Institute of Financial Services Practitioners, chairing the education committee thereof. He is also a member of the International Fiscal Association, the International Bar Association and the Maltese Chamber of Advocates.

    Geraldine Schembri is a tax partner at Grant Thornton where she is primarily involved in cross border tax and vat structuring for foreign groups operating in Malta and high net worth individuals and has assisted in the set-up a number of private equity structures and the set-up of asset management companies and funds.   An accountant by profession, she has over 20 years’ experience in different aspects of taxation and VAT.   Geraldine has spoken at several conferences and contributed to the Malta chapter of a publication.  She has also lectured in taxation and finance.  She is a council member and treasurer of the Malta Institute of Taxation.  She is also member of the CFE direct tax sub-committee where she contributes to the ATA/BEPS working group and is the Chair of the CCCTB Ad Hoc Working Group.

    Dr Reno Borg has been a practising lawyer at the Maltese Courts for the last 32 years. Throughout the years, Dr Borg worked at the Office of the Prime Minister and at the Attorney General’s Office. He served in diplomacy as Head of the Malta Delegation to the CSCE (now OSCE) in various conferences and also represented Malta in the Law of the Sea Conference in Geneva. Dr Borg advised Enemalta Corporation, Mid-Med Bank (now HSBC), Lohombus Bank and acted as a chief lawyer at the Bank of Valletta plc for eight years. At BOV, Dr Borg stayed on as a member of the Board of Directors between 1987-1992, being then appointed Chairman of the bank’s Group of Companies. Furthermore, Dr Borg held the post of Chairman at Middlesea Valletta plc and was a member of Middlesea’s Group Investment Committee. Dr Borg qualified as Associate Member of the Chartered Institute of Arbitrators (London), chaired the Malta Engineering Board, the Maltacom Disciplinary Board and the Malta Shipyards Appeals Board. Dr Borg also served as member of the Malta Broadcasting Authority. He also held the office of Arbiter under the Social Security Act. Dr Borg lectures Civil Procedure Law at the University of Malta.

    Dr Matthew Brincat is a Senior Associate at GANADO Advocates, whose practice mainly evolves around Employment and Pensions, areas of law he believes connect both the human and the corporate aspects of legislation. He has also been heavily involved in the formation of GANADO Advocates’ Employment law department and has gained valuable experience of Industrial Tribunal proceedings. Matthew is a member of the Lex Mundi European Employment Practices Group and delivers lectures at the Malta Employers Association on Employment Legislation. Matthew is also the co-author of the Malta volume of the Kluwer Encyclopaedia on Labour law and the author of a number of articles in local and foreign magazines and journals in relation to both Employment and Pensions legislation.

    Dr. Manuel Mallia, Maltese politician and lawyer, Minister for Competitiveness and Digital, Maritime and Services Economy, has been a Member of the Parliament since 2013. Being the founding member and the senior managing partner of a Malta-based law firm Emmanuel Mallia & Associates established in 1980, Dr. Mallia is known as one of the best Maltese lawyers in the field of Criminal Law. He is a member of the Camera degli’ Avvocati, the International Bar Association and the American Bar Association. Mallia also held a position of the president of Casino Maltese. Dr. Mallia graduated at the Royal University of Malta as a Legal Procurator in 1973 and at the University of Malta as a Notary Public in 1978 and Doctor of Laws in 1979. There, he also lectured Criminal Law and Criminal Procedure. He has also been involved in charity, serving as the Vice President to the Malta Red Cross and being a member of other organisations.

    John Rusher is the Chief Executive Officer of MC Trustees (Malta) Limited and has over 34 years’ experience in financial services – two-thirds of that time in banking, with the remainder in leading positions in other regulated financial services businesses. He started his career at Nat West Bank in Birmingham, before moving to other major cities around the UK as National Development Director in Independent Financial Advice firms. In 2007, he moved to Malta with his family to give his expertise to a local financial services company followed by a spell at HSBC as Head of International Banking. John leads the team in Malta and is responsible for Business Operations, Anti Money Laundering, Compliance and Business Development.

    Burkhard Eckes, Partner, is the leader of PwC’s banking and capital markets practice in Germany and leads PwC’s ECB/SSM Competence and Coordination Center for the European network. In this role Burkhard was supporting banks in developing business models and strategies‎, in preparing for ECB’s Supervisory Review and Evaluation Process (SREP) and in delivering newest developments and insights from SSM/SRM. Burkhard has more than 26 years’ work experience as a certified accountant and advisor of credit institutions, asset management companies and insurance companies.
