Coffee Break

11:10 The Potential of the Blockchain – Unexpected Lessons from a Distant Past

Speaker: Steve Tendon – Managing Director, TameFlow Consulting

The Blockchain is an amazing innovation that will have an enormous impact on the global economy, and across all industries. The Blockchain has the power to create innovation, wealth and prosperity on an unprecedented scale. Rather than explaining that potential from a difficult-to-grasp technical perspective, this talk will explore some surprising historical parallels. It is through some historical reflections that we might actually comprehend the significance of the Blockchain, and recognize the immense opportunities that it can unleash.

11:30 Panel session – How & why will the Blockchain fuel Global Economic growth in the next 20-30 years? What are the Blockchain opportunities for Malta with, and beyond, Fintech?

The Blockchain is naturally associated with Fintech applications, which are starting to appear even in the Maltese startup scene. Fintech startups, and in particular those based on Blockchain technologies, have the potential of disrupting and disintermediating existing businesses in the financial services space, while at the same time fueling a new high economic growth sector. More generally, the Blockchain has applications across all industries, with similar capabilities of disrupting and disintermediating incumbents. Who are the players, winners, and losers of this evolving competitive landscape? How can Malta, as a nation, take best advantage of these disrupting trends?

Panellists:
Steve Tendon – Managing Director, TameFlow Consulting
Aylon Morley – Tech Director, Wentworth Hall SFO
Dr Abdalla Kablan – Founder, Hippo Data & CEO, SIXCAP
Henry Kuang – EY Blockchain Team Lead
Dr Leonard Bonello – Senior Associate, GANADO Advocates

12:25 The Resurgence of Securitisation?

Speaker: Janet Oram – Head of European ABS, BlackRock

Although the recent financial crisis manifested itself primarily as a result of the securitisation of U.S. sub-prime mortgage loans, global regulatory reforms and concerns surrounding the risks involved in the securitisation process have resulted in a slow-down of the market across the board, including the EU securitisation markets which remain significantly impaired.  ‘New’ legislative proposals to establish a framework for simple, transparent and standardised (STS) securitisation form one of the key pillars of the European Commission’s Capital Markets Union (CMU) action plan, the fundamental aim of which is to improve the financing of the wider EU economy by reviving the securitisation market.  Many have questioned the ultimate effectiveness of the proposals and pointed out that unintended consequences could be damaging to the market.  In addition, certain proposals put forward by the European Parliament, including amendments to the risk retention rules, could move the impact of the Regulation even further from the intended aims of the CMU.

12:40 Panel session – Opportunities for Malta in the Changing Regulatory Landscape

The STS proposals are presently going through the final leg of the EU legislative process, with intensive negotiations underway between EU Council and the European Parliament to reach agreement on the final text. With a compromise package expected to be concluded by the end of the Maltese EU Council Presidency in June and the new regulation set to come into force in 2018, how will this affect Malta’s position as a jurisdiction of choice for the establishment of special purpose vehicles for securitisation transactions?  What does Malta’s much vaunted Securitisation framework have to offer in the current securitisation climate?

Panellists:
Nicholas Curmi – Senior Associate, GANADO Advocates (Moderator)
Janet Oram – Director, Head of European ABS, BlackRock
Jeremy Leach – Managing Director, Managing Partners Group (MPG)
Joseph Portelli – Chairman, Malta Stock Exchange
